2013年、香港。元CIA職員のエドワード・スノーデン（ジョセフ・ゴードン・レヴィット）は、英ガーディアン紙のコラムニスト、グリーンワード（ザカリー・クイント）に、自分のこれまでの経歴を語り始めた。重傷を負って軍の特別部隊への入隊を諦めた後、NSAを経てCIAのセキュリティ関連の任務に就いたスノーデンは、次第にアメリカ政府が行っている衝撃の事実を知ってしまうのだった…。
